About to go to Lunapic, so how am I supposed to nail the wheel blur?

if you are in photoshop there is a smudge tool that might work. you could also cut and paste the wheel on top of the original wheel, rotate it a bit and make it slightly transparent. maybe do that a few time, with increasing transparency
